Medan – Universitas Sumatera Utara (USU) has issued Circular Letter Number 25080/UN5/WR4/R4/TR.02/2026 concerning Orderliness, Cleanliness, Aesthetics, and Safety within the Universitas Sumatera Utara Campus Environment. The circular letter, issued on October 7, 2026, follows up on USU Rector's Decree Number 3132/UN5.1.R/SK/KPM/2024 dated September 24, 2024, concerning Guidelines for the Implementation of Campus Security, Safety, and Health at Universitas Sumatera Utara.

The circular letter aims to raise awareness among the entire academic community and relevant parties about maintaining orderliness, cleanliness, aesthetics, and safety within the campus environment. All members of the campus community are expected to comply with the applicable regulations to create a safe, comfortable, orderly, and conducive educational environment.

The circular letter outlines several provisions that must be observed. Selling activities within the campus area are only permitted with authorization from the relevant authorities. The installation of banners, billboards, posters, fabric banners, and other publication media must also obtain permission and be carried out at designated locations.

In addition, all motor vehicle users are required to park their vehicles in the official parking areas provided. Vehicles are prohibited from parking on roadways, evacuation routes, entrances and exits, emergency vehicle access routes, sidewalks, and other locations that may disrupt orderliness, traffic flow, and safety within the campus environment.

The circular letter also emphasizes the prohibition of using exhaust systems that do not meet technical and roadworthiness requirements or produce noise exceeding the prescribed limits in accordance with applicable laws and regulations. These provisions apply to all students, lecturers, education personnel, guests, partners, and other parties conducting activities within the USU campus environment.

Any violations of the provisions outlined in the circular letter will be addressed in accordance with the regulations applicable at Universitas Sumatera Utara. Therefore, the entire academic community and members of the public conducting activities on campus are urged to understand and implement these provisions responsibly.

Through the implementation of these regulations, the Universitas Sumatera Utara campus environment is expected to maintain its orderliness, cleanliness, aesthetics, and safety, thereby supporting a comfortable and sustainable academic atmosphere.
